-1, its not hard, you can walk there in half a minute to get to the boss, you can already use it in the underground, so just a -1 from me

+1 in the past it couldn't be used in cinnabar mansion either, and now it can (to hunt charmander maybe? xD), I see no reason why your idea won't be implemented

there are more short map where we can use map why not allow us using mount in this place as well

The tower is designed as a graveyard for pokemons both here and in og. Makes sense to walk quietly/peacefully to maintain some sort of tranquility there.
