Roselia evolves into Roserade by using a shiny stone on it.
Addictionally, the deleving request got removed due to the Mysterious Candy got implemented to the game that allows not fully evolved Pokemon to still evolve at level 100.
You can purchase it in all four department stores (Celadon City, Goldenrod City, Lilycove City and Veilstone City for 5.000 Pokedollars) or PvE Coin shops (2 PvE coins) and PvP Coin shops (1 PvP coin).
However, you can still request a Pokemon restore here if you accidently released a wrong Pokemon.

@Exotyc I cannot find a vendor in Lilycove department store that sells this Mysterious Candy

He should be called Vitamin Seller and is on the 5th floor.
