I have the cascade badge but whenever i try to use "cut" it says I still need a pokemon that has the ability. After I got the badge, Misty said that I can perform cut, is there something else i have to do? or how can I fix it?

 

I have a similar problem with headbutt, I bought headbutt from the tutor in the Virvidian Maze and put it on my Sentret, but whenever I go up to the trees it still says I need a pokemon with headbutt?

You need to get HM Cut on the SS Anne first and teach it to a pokemon to able to use it. Help Bill in his house on route 25 to get the ticket for the SS Anne.

 

For headbutt you need to have 150+ happiness on the pokemon to use it outside of battle. You can check your pokemons happiness with /happy 1-6 (number depending on the partyslot you want to check). Just use the command in any ingame-chat.

I'm sorry for the inconvenience.
As Norex have mentioned, you need to complete the SS Anne quest first in order to get HM Cut, and then teaching a Pokemon that move, which allows you to cut the trees outside the battles.
For headbutt, you are required to have 150+ happiness on a Pokemon in order to headbutt the trees. To check the current happiness of a Pokemon, write /happy <pos 1-6> in the chat.
