Scarf magnezone + gengar fsahs

I was playing pvp and I ran into this error:

 

 My magnezone has 210 spd + scarf increases a 360 spd magnezone

 Gengar only has fshas and has a speed of 349 can be seen in the image

 

 Thanks to the good rival that is kckgue he gave me a lejir draw.

 

 (Is this a bug or is it normal?)

The only possible way a scarf magnezone outspeeds a non scarf gengar is if the magnezone (30 speed ivs) is timid with a minimum of 232 speed evs, which will bring the total speed up to 351 speed, which as we all know, a max speed gengar caps at 350, and magnezone is henceforth faster. There is 1 way for a modest magnezone to outspeed gengar, and that is with quick claw rng
