Not Able To Catch Mew With Complete Pokedex, Over 100 hours played and 71+ Evolutions

The NPC in Know It All Mans Room says "Hmm, you are not experienced enough for this treasure.". I have the owned data for every pokemon in kanto except mew, mewtwo, articuno and moltres. I have the seen data for mew, mewtwo, articuno and moltres. I have over 100 hours played and 71+ evolutions on my pokedex. I recently battled mewtwo in cerulean to see if that was it but it still does not work. I have every requirement please let me catch mew I would really appericiate it!

Do you have the seen-data of Zapdos as well?

Yes I have seen and caught zapdos
