I am currently at the evergreen water and have all the requirements completed but the cave entrance is closed. Most of evergreen island is only accessible during the seasonal Christmas event, which lasted from the 9th of December until January 10th for this year. On the other hand, Evergreen waterway is accessible because it's part of the Kyurem quest, which is a permanent addition to the game.
