hi, i found this problem while leveling my mon in cerulean cave.

The Machoke probably had the ability No Guard which makes it impossible for moves to miss.

Thank you for taking your time to report this. However, this is not a bug. 

As Norex mentioned, the Machoke has the ability No Guard. 

Quote

Whenever a No Guard-possessor is in-battle, all moves used during that battle will not miss—whether used by the operative possessor or by its opponent. This 100%-accuracy guarantee includes semi-invulnerable moves, such as Dig, Fly, Dive, Shadow Force, Sky Drop, Phantom Force, Sky Attack, and Bounce, in its parametric purview.
