There is a bug in my movement where if I'm moving up or down and I try to move right of left I don't move unless I stop moving up or down. The same thing doesn't happen when I move left-right and I try to move up-down.

Try to disable the controller on your keybinding settings, that should fix it.

Are you positive you unselected the "Allow Controller" setting and clicked "OK" after? The image below is how it should look like. Alternatively, if you have a controller plugged in, simply unplugging it should fix your issue.
