I mean, is it required to have for all pokemon to be spawnable?

No it's not. You can catch pretty much all MS poke (if not all) at different spawns and you can always buy poke from trade chat.

 

MS is helpful though. You get more money from battles and EXP boost.

While it is not mandatory, nor striclty needed to progress in the game, it can give some benefits such as the mentioned above (i.e x2 money and x2 EXP)

And some of the MS spawns for some Pokemon can benefit in the longer run for some specific Pokemon.

 

There is also exlusive areas like Sevii Islands, that is only available to players with MS.

However, Sevii Islands has nothing to do with the story progression, which don't make them a mandatory location visit, but rather something one can do if they own a MS.

there are also some pokemon that require a membership to catch that don't have non membership spawns, such as gothita. and there are other pokemon like that but that you can also get withotu a membership from bosses
