You have to talk to the Guards just a little south from that Captain NPC to access the SS Anne. That Captain NPC is there to access Birth Island with a Mysterious Ticket you can get from a world quest. Speak to Surge and then to the pair of guards just below him. As you can see in the image below. Spoiler If you have further questions, please let me know.
