Please help me change his lvl back to 99 😢

 

There are candies in the PvP coin shop in Vermilion. idk how they work but they have the description that you can evolve lvl 100 mons. Maybe you can try one out.

With the implementation of Mysterious Candy, we have stopped providing de-leveling service. 

A Mysterious Candy will evolve any level 100 unevolved Pokémon that meets all its evolutionary requirements. In Sneasel's case, you would need it to hold a Razor Claw and have it be nighttime(20:00-4:00 poketime).

You can purchase Mysterious Candy from any PvE Shop, PvP Shop, or Department Store for 1 PvE Coin, 1 PvP Coin, or 5k Pokedollars, respectively.
