As commented above, the repel will only protect you from wild pokemon if they are at a lower level than the first pokemon of your party. As an example:

 

If the pokemon in an area can spawn from level 24 to 29 and the first pokemon in your team is level 30, if you use a repel, you will not find any wild pokemon.

 

If the pokemon can spawn from 24 to 30 and the first pokemon in your team is level 30, if you use a repel, sometimes you will find some level 30 encounters.

 

If the pokemon can spawn from 31 to 35 and the first pokemon in your party is level 30, using repels will have no effect.
