Tanoby Ruins is located on Sevii Island number 7.

From my understanding this specific NPC in Tanoby ruins was placed there for something that was planned when the sevii islands were first made, it's possible that there is nothing planned for it anymore. It doesn't look like it has any purpose for now, unless the Content scripters decides to release new content related to it.
