Hello im training my Togepi and it does not evolve. It has 255 Happiness. Can someone help me. Thank you.

Could you try the following steps?

 

Let your pokemon faint in a wild battle.

Restart your entire client.

Heal it in a pokecenter and defeat pokemon until the Evolution prompt triggers.
