Why can't I evolve my Swadloon?

Here is my Swadloon. As I searched on Wiki, it can evolve by maximize its happiness. It is obvious that its happiness has already reached the max point. But when I use Rare Candy on it, it can't evolve. Anyone help?

Its a very rare 'bug' that can occur. To fix it you simply have to faint your Swadloon in a wild battle, close your client and restart it after around 20 seconds. Heal it in a pokecenter and get it to max happiness again. That should solve it.

Please try to try the step as indicated by Norex. You should be able to evolve your Swadloon by doing so.
