According to our database, you never merged your Red and Blue accounts, so there is no data on Silver server. However, you'll first need to make an appeal here. If your appeal is successful, then you will be free to merge. Afterwards, you will be able to transfer. I hope this clears things up. If not, or if you have further questions, please let me know.
