Hello, I have a budew and it just wont evolve.. it has max happiness, I tried leveling it up during day (poke time: 18).. now it has reached level 100.. so I tried Mysterious candy as well but it still doesnt seem to evolve and Im not sure what Im doing wrong

It will only try to evolve upon actually reaching the maximum amount of happiness during daytime. To reach the max happiness again make your Budew faint in a wild battle and then gain some happiness again during daytime.

Also happiness evolutions dont require a level-up.

Please try the following: 

Have your Budew faint against a wild Pokémon, thus lowering its happiness, then maximize your Budew's happiness once more during the daytime (10:00-20:00 Pokétime). Once you hit maximum happiness(255), the evolution for Budew will trigger. 

Remember that you can check the happiness value by using the command /happy followed by the slot number of your Pokémon. For example, if your Budew is in slot 3 of your party, to check its happiness, you would use /happy 3.
