During a battle, with rain, I used rest but mana did not wake up. 

If rain ended that turn, it won't wake up.

Without any battle log evidence, it is difficult for us to recreate your situation, since many things can be a factor. Thus, making it harder to identify and confirm a possible bug. 
Do you happen to have any screenshots of the battle log? Any additional information can help.

No but i was streaming for guildies, and we noticed it did not work... 

Unfortunately, that doesn’t help us recreate the situation. Unless someone watching the stream was recording or can give an accurate description of how the battle went.

I would like to thank you for taking the time to report this issue, and I sincerely apologise for the inconvenience occasioned.

We were able to identify the problem concerning Hydration ability. The bug has been forwarded to our Developers and will hopefully be fixed soon.
