I have the medallion, beat all e4, and beat lance..  lance is no longer in dragons den and there is no guard in front of the cave. 

 

I have no idea what I'm missing.

What is stopping you from entering the Cerulean Cave exactly? If there is an NPC in front of the entrance what does he tell you?

There's no npc in front of the cave. The cave is closed and says come back later when I try to interact

Can you share a picture of the dialog you receive when trying to enter Cerulean Cave?

Thats not the Cerulean Cave then. I guess you are trying to enter a cave on Route 25? The cave you are trying to enter is either for the Entei Guardian or an un-used one.

To find the Cerulean Cave simply go west from Cerulean City to reach Route 4, from there simply move to the top-right corner and surf to the east.

Definitely was going to the wrong cave.. thanks for the assistance!
