She's no longer there, now she's in the northeast part of Eindoak Town.

Hello @S33k2. My apologies for the late response.

 

As mentioned above, the Old Lady NPC was moved from Eumi Island Town to Eindoak Town.

To reach Eindoak Town, you'll need to speak with Sailor Drew in Eumi Island, who will take you to Eindoak Waterways. From there, head south and you'll reach Eindoak Town.
