Hi my Riolu (ID : 72540947) seems to can't evolve though he is full hapiness and it's during the day or morning he is now lvl 99 and i don't know what do do :/

Hey, it will only try to evolve upon reaching the max amount of happiness. So you would need to faint it in a wild battle to lose some happiness first and then get it to the max happiness during the correct ingame-time again. Happiness evolutions dont need a level-up for the evolution, its only about reaching the max happiness during the correct ingame-time, in your case 10-20 for daytime.
