Was following this guide to do the quest on Bhimaso (Silver Server) so I can beat Steven totally not abusing alt accounts btw

 

I am very confused on Steps 3 4 and 5:

I went to the Step 3, talked to Torkoal BEFORE fighting any other of the pokemon and it disappeared as the quest says (but somehow skipped beating the Magnemites and Magneton and Skarmory)

Then I beat them and went to talk to Steven, but the dialogue doesn't progress, it's the same as before talking to him

When I return here there's no Steelix or no Torkoal again.

 

I am unsure if I accidentally found a bug and skipped an event flag or if I'm just an idiot which is very probable.
