Celebrate only has a tutor in the following areas: Aphrodia Pokecenter (Valentine's Day Event) Suzuka Tower East (Easter Event) Vulcan Fair Registration Center (Summer Event) Serenia Village House 2 (Halloween Event) In the future, one may be added to the Christmas Island, but there is none currently.
