Hey, use Mysterious Candy. You can buy them from the Department stores, PvE or PvP coin shops.

They force an evolution as long as the evolution requirement is met, in this case, use the Mysterious candy on Magneton when you're at Kanto's Power Plant or New Mauville.

We do not offer de-leveling services anymore due to the implementation of the Mysterious Candy item. Mysterious Candy triggers the evolution of a level 100 Pokémon, provided it meets all its evolutionary requirements.

In the case of your Magneton, you simply need to be in a magnetic field(Power Plant, New Mauville, or Mt. Coronet).

 

You can purchase a Mysterious Candy from any Department Store, PvE Shop, or PvP Shop for 5k Pokédollars, 2 PvE coins, or 1 PvP coin, respectively.
