Sorry for the inconvenience,
Have you tried fainting your Riolu from a wild pokemon battle/ NPC Trainer battle, disconnecting then re-connecting the game/closing it fully and then getting the happiness up and using the Mysterious Candy?

Please let me know if you still need help on this.
