I feel in an MMO, loot from bosses is always meant to be heavily RNG based. It only adds to the rarity of what you have a chance to obtain. If you get all the good stuff so easily it isn't really that good is it?

I guess that you can sometimes not get anything from a boss. First time I've fought Oak I got nothing either.
