Red not respawning at Mt Silver

So I lost to Red (boss) at Mt Silver on April 21st. After I lost to him he said I wasn't ready or something and he disappeared. After 2 weeks and 1 day, on May 6th I went to go see if he respawned and he wasn't there. I checked the next day too, he wasn't there.

Red has respawned, but when I try and talk to him, he looks at me and say's nothing and I get stuck and can't move.
