Can be sold here:

 

Kanto - the Item Maniac's residential house on Route 25.
Johto - Ruins of Alph.
Hoenn - Treasure Hunter house on Route 124.
Sinnoh - Celestic Town (House 1).

As @Envymeister mentioned, Nugget, Star Piece, and more (comprehensive list found here) can be sold to the Item Maniac NPC. This NPC is found in each major region (Kanto, Johto, Hoenn, and Sinnoh) as the following locations.
