First I would like to tell you that the 300 evolution requirement got removed such as many other requirements, here is a screen of all the quest requirement change which can be found there ! From our database, it look like you meet all the requirement to be able to proceed into the quest! Have you talked to the TV and your mom? She will give you a Eon ticket to be able to proceed and once you done with it, go to Slateport City and talk to the sailor south of the Museum! Let me know if it solve your case! And sorry to hear about your issue. Can you please try to go to these different spots? Starting Truck located in Littleroot Town. Route 103 on the water. New Mauville in the upper right corner of the building. Weather Institute second floor. Mt. Chimney at the reactor located in the northwest. Meteor Falls B1F 2R. Mt.Pyre Exterior. Lilycove Department Store on the rooftop. Abandoned Ship. Hoenn Safari Zone 2 House. As stated by the TV it means you still need to get the Eon seen data. Let me know if you see a Latias in one of these spots. Once you get it you should be fine to continue both Eon seen data and getting your Eon since you meet all the requirements.
