i am not sure if birthing island is working as intended. Today i used a Mysterious Ticket to get to Birth Island, expecting to catch Entei, since its the last one of the Trio i am missing and i have not started the Lake Trio quest yet. I was surprised to find a Dragonite in place of a Legendary. I asked all kinds of people on this matter and could not get a clear answer on this. Isn't a legendary guaranteed? I have caught the Dragonite and it is still in my box.

Thank you for your message regarding Birth Island. Currently, to encounter Entei on Birth Island, the following requirements must be met:

1. Complete the Legendary Beasts quest - more information can be found here: Legendary Beasts (quest)
2. Have all non-legendary Pokémon caught in Johto (Generation 2).

Looking at your profile, it appears that some Johto non-legendary Pokémon are still missing. Until these requirements are completed, the spawn of Entei is not guaranteed, which is why you may have encountered a Dragonite instead.

 

Once the requirements are fulfilled, you should be able to catch Entei as expected.

I am just a little confused: It seems like i dont fullfill all the necessary requirements for the legendary dogs, yet i already have Suicune AND Raikou. Entei is the only one missing. How could i receive the second one then? Could you clarify how this is possible?

The most likely explanation is that you obtained Suicune and Raikou before the Legendary Beasts quest requirements were updated. PRO has had several adjustments to legendary quest requirements over the years, and players who completed or partially completed content before those changes could retain progress or Pokémon obtained under the previous requirements.

 

Because of that, it is possible to have Suicune and Raikou already while not currently meeting all of the requirements that are now listed for the quest. The current requirements would still apply for obtaining Entei going forward.
