unable to start manaphy quest

Manaphy Quest not starting

I have all the data for both Hoenn and Sinnoh, but the quest will not start.
Since I'm a returning player I also check with Nikola incase I kill Manaphy before but I have no interaction available with Nicola

I would like to know what happens if you go East of Eumi Island Theme Park 1, do you have a NPC called Lyzabeth or any Team Rocket Members ?

So you confirmed there is no NPC there, now my next question is:

 

What happens if you talk to the Sailor NPC which bring you to the temple of Sea ?

 

The NPC can be found in the dock at Eumi Island Town.

First Apologies for all these questions but it is helping me a lot to understand your issue! 

 

Thanks for the informations, last request now.

 

What happens if you go into the temple at left of Eumi Island Town where you are, can you enter the Temple and trigger the dialogue with the NPC which will bring access to the area I asked you to interact before.
