Hello. I am a returning player and my Sinnoh access quest is bugged. Paul in Lilycove City is asking me for the old 200k Cerulean Cave quest instead of starting the new revamped Sinnoh quest. Can you please reset my Sinnoh quest progress?

Apologies for the inconvenience you are dealing with.

From what I see the reason the NPC is talking about Cerulean Cave is because your Garchomp in your party is level 57.

You dont require to start the quest so no worry!

With that said, to be able to trigger the Paul NPC quest, you require 6 pokemon around level +80!
