Don't remember about Black Belt but Spell Tag is very common on Kadabras from Cerulean Cave, maybe when you spend some time leveling your pokemons there always try to grab one kadabra for sync/chance of a good one and the item.<e>

Spell tag u find on wild misdreavous, Mt Silver or pokemon tower underground.<br/>
