Tried Krabby, cant learn headbutt.

I suggest furret breeloom combo. Frisk surf dig thief cut furret. Falseswipe hedbutt spore breloom. You need spore anyway.

Mew is my HM slave.

 

I think Snorlax has Headbutt and Surf. Maybe Cut and Dig?

If you have money buy a surf mount + axe. Then you only need headbutt / dig slave. :)

Shuckle can learn flash headbutt dig and rock smash

Tentacruel can learn cut/surf

 

I however, recommend buying a surf mount and then using a parasect for flase swipe/spore (or stun spore) and cut
