I just don't see Cerulean or a majority of the guide, basically meaning most of the stuff that was suppose to be in the guide is not there.

Apologies. Must've overlooked it when editing it earlier. I believe it's fixed now.

 

How do I train my Pokemony to the 80+ level if I have it to the 67th level?

Just beating Pokemon in the Victory Road exit will level you up quick. If you don't have access to that, the bottom level of Seafoam Island is good for money + EXP.
