You need to go to Celadon City via Route 8. When you get there you can start talk to another policeman who will give you a quest. You need to complete it to progress the story.

I believe there was a suggestion not to long ago about putting npcs in lavender to guide pokemon noobs to celadon. This might be that suggestion implimented.
