and you dont get exp for re-fighting him sooo 2 questions

 

how high am i suppose to be for him, considering the exp ive been given up to this point has brought me only to 50s...

 

and B: where around cinnabar should I be looking to get repeated battles/exp? i remember quitting the game at this point and after coming back im still in the same predicament.

Seafoam Islands will net you the most exp. Membership helps and you can also use an exp boost.

Blaine's Pokemon are around level 70-75~, so you're extremely under-leveled. Try training for a while in either Cinnabar Mansion or Seafoam Islands until you think that you can beat him. Best of luck :)

lvl70 water tpe should be enough to beat him
