Hey man , welcome to the forums :Angel: At the moment every player can catch mew , celebi and jiraci but there will be more in the future . Occasionally there will be events ( like PvP tournaments) with extra legendary rewards for the winners. About the answer to your question, yes and there are only 3 legends that can be caught in this game which are Mew , Celebi and Jirachi.
