Hello, I can not get HM Cut because the pokemon in the hall does not appear up the stairs. I've already talked to everyone and I've hurt everybody.

Awe, don't say that you've hurt the people you asked, you just needed help which is PERFECTLY fine. But yea, are you sure you talked to Doctor Nueeman in the kitchen? and if you did, he should've asked you for a pecha berry, if you don't have a pecha berry then it's fine, look/click on the green garbages, one should contain a pecha berry. After that he should give you an item that'll help the Captain's sickness. Then he gives you the HM (Cut).

I know from personal experience that the Blissey is difficult to locate, so I would first interact with everything in the ballroom. The Blissey isn't an NPC with a name above it, so that may be causing confusion.

 

If these issues still persist, please take appropriate screenshots in the ballroom, showing that the Blissey is not in the map, and report this here, as this is an NPC bug.

I finally got it, I believe it was some npc bug I do not know ... I spoke more than 40x followed by the cook until he talked about the pharmacologist and that worked. It was just that I talked to him uninterruptedly until I changed the text about Jensen.
