my blue pokeball is frozen and will not open, someone help me pls

i have a nosepass at lvl 100 but needs to lower down by 1 lvl so i can evolve to probopass. it this possible? and where i need to go to evolve it to probopass?

im at yellowservere, my ingame name is Jackensuus timezone UTC +01:00.

2 days passed and my magnemite is still a 100lvl magnemite. Do I have to contact with a staff member in the game to solve the problem or i have to wait more?

Im in the blue server an I have a magneton that it is 100lvl and now it cant be evolved what can I do?

As explained ingame, we cannot assist you with Magneton's evolution as it requires a specific place to evolve. We cannot trade in the Powerplant as trading is needed to do our magic.
