Can you please try to lower its happiness, restart the client, and try to level him up again. As a reminder, Riolu evolves via leveling up during daytime (10am-8pm in-game time) with max happiness. I am really sorry, but we don't delevel Pokes for that Quest :-/ You can just catch a lvl 50ish Karp and use it without ev training.
