I tried to evolve my rioul to lucario during day time as shown in screenshot, but it didnt work? also double checked happiness..not sure maybe i got a bug/glitch?

if possible could i have a delevel to 99 to try again or maybe evo it to lucario if thats an option.

Deleveled. You'll have to evolve Riolu to Lucario during the day with Maximum happiness. You can check happiness by doing /happy <slot>. You may have to do a wild battle after leveling the pokemon up. -Fluffles
