I'm sorry but we cannot delevel you gyarados for you, we can only delevel to level 97 and cannot delevel anything below that, tools will not let us, sorry I can't be more help - Travok

Por exemplo, se você tem um Yanma de nível 100 que geralmente evolui conhecendo o Poder Antigo, basta passar por uma batalha selvagem e derrotar o Pokémon. Seu Yanma ainda evoluirá mesmo se travar no nível 100.
  Ele funciona para todos os Pokémon que estão preocupados com esse processo de evolução.

Hello, i just used a rare candy on my lvl98 spheal but i didnt get the screen to make it evolve. (with yes or no).

Now, it's a spheal lvl99 and i just wasted a rare candy...

Is it possible to delevel it to lvl98 ?

  We can't help evolving these as trading will reset the happiness of your Pokemon, and trading is the main component to fix the evolutions.
  However you
  can still
  make evolve your Pokemon yourself. For example if you have a level 100 Riolu, make sure to have max happiness (255) and make it battle during the day. It works for all Pokemon that require happiness during their evolution process.

You don't require our support

if you missed to evolve a Pokemon that should normally evolve by having a specific move. For example if you have a level 100 Yanma that usually evolve by knowing Ancient Power, then just go through a wild battle and defeat the Pokemon. Your Yanma will still evolve even if stuck at level 100.

It works for all Pokemon that are concerned by this evolution process.
