Chansey evolves into Blissey via happiness so I didn't delevel your Chansey. If it doesn't evolve into Blissey even though you have max happiness. Please let your Chansey faint getting defeated by a wild pokemon, logout wait a couple seconds relog and try increasing pokemon's happiness back to max.
