I think they blocked it off because they're in development? I'm not sure, it'd make sense though, either that or you need to finish a quest to get to them? Maybe beat Giovanni? Or Maybe something in Johto, not sure</r>

Nope I just talked to CS Integer and he told me they are just blocked, currently I've 351+ hours, unlocked mew and nearly onto Celebi. I have access to most of the game and I tried every viable option or way to reach them and it wasn't possible so it seems sensible to assume that its true, they are currently Unreachable.</r>
