I'm fairly sure you need to be a Kanto champion.

It was good opportunity to create Alolan Ninetales as a Mount and maybe as well Shiny Alolan Ninetales Mount, but well nothing can be done at this point.

Bit dissapointed that we didn't gotta update with atleast of couple Alolan Forms Pokémon (the one that gotta Ice type) for Christmas event, I hope we get this for next Christmas. :P
