    Hello there @Edwardlz It is planned for every TM to be added to PRO in future updates, in line with the current shift towards Generation 9 mechanics. However, the specifics regarding which TMs and when they will arrive aren't known until each update arrives, when information for all new TMs is released in the Update Logs. For the Weather Ball TM specifically, there is no information on when it will arrive in PRO or how it will be obtained. I hope this answers your question.
