to fix it, just release all unneeded mons and keep the pokemon storage below 20 box occupied. It works for me, ive been on that bug.

Hello @Sesosojito! Apologies for the issue you are experiencing. James NPC doesnt offer the Reroll ticket by himself. He does offer a Nature Reroll if you have completed no quest during the Valentine Day event. To be able to get the IVs locked Reroll Ticket, you will have to go to the building before the Garden and you will have to spoke with a NPC called "Psyduck Fan", he can be found in one of the right-side room.
