If you are still having issues with this, Bill saying that he has given you a ticket this is not an actual item that will be in your bag. I apologize for the confusion. Your next steps from here would be to beat Misty, the Cerulean City gym leader (if you have not already) and proceed South through Route 5 and Route 6 towards Vermillion. When you get to Vermilion, you will be able to enter the S.S. Anne via the dock in the South-West of the city. With that being said, I will be locking this thread. Hello there @Aherbirl I apologise for this inconvenience. I'm afraid your only option would be to wait for the cooldown to end again. Any disconnect is treated as a loss and I'm afraid there is no way to reduce the cooldown of any Boss battle. I know this isn't the answer you was hoping for and I am very sorry about that.
