  10. Legit and legal Pokemon are different things. Legit Pokemon are the ones caught during normal circumstanses, but legal can be the ones are generated, but they are not legit because they are not caught. The whole point and excitment is about getting the Pokemon with the normal means, if you get it through generating then there is no fun to that. On official tournaments genned Pokemon are not acceptable. You maybe breed Pokemon for perfect IVs or get them through raids but that is different. Also yeah in the past there were givenaway Pokemon as a reward on PRO, but that was under special circumstanses/requirements. We do not know if they are even planing to continue doing something like that in the future. Idk if it is even legal to do that on PRO but even if it is, since we do not have perfect IVs, you cant know exactly the oppoments IVs, so u still depend on your skills and your experiense. Having nice IVs Pokemon in PRO is a skill issue because of those factors: 1. If the Pokemon is bought, then that means you needed Pokedollars for that. In order for you to be able to afford them, that depends on your skills as a player and how you manage your money and resources. 2. If the Pokemon is caught, it is still kinda a skill issue. Some people when they hunt a Pokemon, for example a Charmander, while hunting they catch different Pokemon too, that means more time hunting and less time catching Charmanders. Also maybe they keep chatting or they are watching something and accidentally run from the encounter. Or they move their player too slow? All those are different factors that determine how much devoted you are to grind and get your reward. Also obviously I have not signed up but the registrations are still open and nothing is preventing me to register if it is held on PRO. Is not like the 1 million Pokedollars entry fee will stop me. And maybe my thoughts are same thoughts that went through the mind of some other people too. Anyways, like someone said maybe there could a vote at the end and whatever people decide.
